You will need to snag this tagback and have it open in PSP

Start with a new 500x500 image, and floodfill white

paste the tagback as a new layer onto the new image.

You can change the hue (colour) of the tagback if you wish, by going to
Adjust-->Hue and Saturation-->Hue/Saturation/Lightness

Paste your tube as a new layer onto the tagback and use the wind effect,

Either - Eye Candy 3.1 - Motion Trail
OR
Effects - Distortion - wind and fill the length of the tagback.

Now to blend the tube into the tag back,

Go to the tube layer on the right hand side and right click and go to properties and change the blend mode, check through them all until you find the desired effect,

different coloured tagbacks and tubes will give different effects.

Behind the word 'AMAZING' there is a pale background, this is easy to achieve, draw a wide white rectangle using the shapes tool and then fade the opacity on the layer.

Add your background word AMAZING or anything else that matches the tag in a colour to match the tag, that is also a faded layer, then add you writing in a bolder colour where mine says 'do something different today'
