Open a new image 500x500 flood fill white.
Add a new layer and using a colour from the tube you wish to use flood fill that layer too.
Add the mask, and merge group.
Now to add the boxes.
These are made with the shapes tool, using a white edge and a matching colour inside. Draw a larger rectangle in the middle of the tag. right click and convert to raster layer.
now draw a smaller rectangle, using the same colours and convert to rastor layer.
duplicate the rectangle and move the duplicated layer to the side of the central rectangle.
You should now have the background we made with the mask and then the larger rectangle central on the tag with the 2 smaller rectangles on each side.
Nnow for your tube...paste it as a new layer over one of the rectangles on the side, lower the opacity slightly and clean up the edges using the delete tool.
repeat this on the other side but mirroring the tube.
Using your magic wand, mark the inside of the middle rectangle and use a brush or effect here just so it doesnt look plain.
'X' out the bottom 2 layers of the tag so your left with just the rectanlges and merge group.
Using the plugin Penta.com use the dot and cross effect to add a texture to the rectangles.
Now you can add ribbons or staples from any scrap kit to finish the background.
Now just to add your final tube so that it is a new layer over the large rectangle, resize it to fit, this is floated over the other layers and doesnt need to be trimmed to size.
Add a drop shadow to the tube and the rectangles merged layer.
Add your copyright for the art that you have used, It doesn't ruin the tag in anyway and shows repect for the artist.
